Knitting Needle sizes need help with?

I want to cap this, but I have a little trouble finding out what size needle to use. The employer will says to use needles No. 3 ½, and needles No. 3. I'm pretty sure it's in metric, but still can not understand what is 3 ½ in the size of U.S. contemporary ...
